Predictive Economic Impact and Cost-Benefit Analysis of Proposed Recreation Trails in Spalding County, Georgia

Over the last several decades, the State of Georgia and the U.S. Department of Transportation (USDOT) have funded trail projects throughout the State. While access to natural lands, health and fitness, and alternative transportation options are extremely important, one of the most significant aspects of trails has been the positive economic impact they afford local communities. A number of published studies have documented the economic impacts that specific trails have had on communities of varying sizes. The 2016 Griffin-Spalding Joint Comprehensive Transportation Plan Update identified “High” and “Lower” priority trail segments. The Balmoral Group (TBG) estimated the economic contribution of the proposed alignment of the “High Priority” trail facility located within the City of Griffin and extending into the southeastern areas of Spalding County, Georgia. In addition, a preliminary cost-benefit analysis was conducted.
Using U.S. Census data, Spalding County property records, GIS and user data from trails in Georgia and elsewhere, The Balmoral Group defined a trail user profile, estimated the economic impacts of direct spending by trail users, and estimated the likely impact of the proposed trail on the local tax base.
